i have noticed that some of the weight classes have xx.9 and others do not. For example:

EXECUTIVE (30+ yrs.) BJJ WHITE BELT Divisions:
Executive BJJ White Belt Feather (149.9 lbs. & below)
Executive BJJ White Belt Welter (150-169 lbs.)
Executive BJJ White Belt Cruiser (170-189 lbs.)
Executive BJJ White Belt Heavy (190-209 lbs.)
Executive BJJ White Belt Super (210 lbs. +)

So my question is whether the max for a division like welter is 169 or 169.9 (seeing that cruiser starts at 170)?
